Enforcement of Commercial Leases: Evictions and Dealing with a Tenant\u27s Personal Property
Any misstep in this jurisdictional minefield along the road to an eviction can be costly. Even though pursuing a forcible detainer action is supposed to be cumulative of a landlord\u27s other remedies, l\u27 doing so inadvertently may impair them, despite the supposedly limited preclusive effect of suits tried in justice court. Moreover, a judgment for possession in a forcible detainer action will not, as commonly believed, bar a tenant\u27s claim for wrongful eviction. Thus, a landlord may succeed in recovering possession in justice court only to find itself ordered by another court to pay damages to its former tenant because the justice court wrongfully ordered the eviction. And, in some circumstances, a judgment for possession in justice court will not prevent a district court from restoring possession to a tenant after a justice court orders an eviction. This article tries to chart these and other mines in the forcible detainer minefield and to give directions to some of the paths around that minefield
Debarment and Suspension
The Government\u27s attitude toward contractor debarment and suspension can be compared to the sleeping giant - if you provoke him enough he\u27ll wake up. For years the Government took relatively few debarment or suspension actions, comfortable in the belief that routine audits would catch mistakes, mischarges or improper claims. Criminal violations were suspected in only extreme cases. this attitude empowis changing. Contract specialists, cost/price analysts, auditors, quality/reliability specialists, and program personnel are all more alert to contract irregularities. Increased awareness of the three sisters--fraud, waste and abuse--together with a significant increase in Agency Inspector· General investigations, has brought to light an increasing number of cases involving criminal activity on the part of both contractor and Government personnel. This paper serves as a primer on the basic principles of debarment and suspension of contractors and discusses a few interesting cases

Valuing Breastfeeding: Health Care Professionals’ Experiences of Delivering a Conditional Cash Transfer Scheme for Breastfeeding in Areas With Low Breastfeeding Rates
Alongside a randomized controlled trial testing the effectiveness of offering a cash transfer scheme (shopping vouchers) to mothers in areas with low breastfeeding rates, qualitative interviews were conducted with health care professionals delivering the scheme to explore their experiences. Health care professionals (n = 34; mainly midwives and health visitors) were interviewed in depth. Transcripts from recorded interviews were analyzed using a Framework Analysis approach. There was widespread acceptance of the scheme by health care professionals, with prior concerns regarding bribery and coercion being quickly allayed. Health care professionals reported that the scheme fitted in well with their routine ways of promoting and endorsing breastfeeding. They described their experiences of women’s positive reaction toward the scheme and how the scheme encouraged breastfeeding and gave breastfeeding higher value. Health care professionals reported that the incentives helped them engage women and promote and support breastfeeding in areas with low breastfeeding rates

This survey paper reviews a large sample of publications on the teaching of discrete structures and discrete mathematics in computer science curricula. The approach is systematic, in that a structured search of electronic resources has been conducted, and the results are presented and quantitatively analysed. A number of broad themes in discrete structures education are identified relating to course content, teaching strategies and the means of evaluating the success of a course
